Could the Cairo dialogue pave the way for Hamas and Islamic Jihad to join the PLO?

Palestinian national dialogue sessions have started in Cairo with leaders from Fatah, Hamas, Islamic Jihad and the Popular Front taking part. The main agenda is whether Hamas and Islamic Jihad should join the Palestine Liberation Organization and how to agree on the next phase. Ibrahim Al-Madhoun, director of the Palestinian Media Foundation, argues that a sense of an 'existential threat' in Gaza and the West Bank makes consensus a necessary alternative to the postponed elections. The discussion also notes obstacles, including international and Israeli opposition and Israeli policy separating the West Bank from Gaza.
