Elly Andriopoulou, Managing Director of the Stavros Niarchos Foundation Cultural Center (SNFCC) in Athens, examines why rules in public spaces are often seen as restrictive, even though visitors tend to value the high-quality, inclusive environment they help create. Using the SNFCC as a case study, she argues that well-designed rules support participation, safety and civic discourse rather than limiting freedom. She describes how rules can build a sense of belonging by expressing shared values such as environmental care and mutual respect, and by creating common accountability among diverse visitors. For rules to work, she says they must be consistently enforced, fair, open to ongoing adaptation and designed to preserve human dignity. This talk was given at an independently organized TEDx event.

Description from TEDx Talks

In this speech, Elly Andriopoulou addresses the paradox of public space management—where visitors often view rules as restrictive, yet overwhelmingly value the high-quality, inclusive environment those very rules create. Using the Stavros Niarchos Foundation Cultural Center (SNFCC) as a case study, she argues that well-designed rules are not barriers to freedom, but rather essential enablers of participation, safety, and civic discourse. Rules foster belonging by communicating shared values (like environmental care and mutual respect), ensuring physical and psychological safety, and creating common accountability among diverse visitors. For rules to succeed, they must be consistently enforced, fair, open to continuous adaptation, and designed to preserve human dignity—ultimately transforming external restrictions into a shared commitment that allows a public space to truly serve everyone. Elly Andriopoulou is the Managing Director of the Stavros Niarchos Foundation Cultural Center (SNFCC), appointed in June 2020 and reappointed in December 2023. She also serves on the Alpha Bank Board of Directors as a Non-Executive Director. Before joining the SNFCC, Elly held leadership positions in banking, strategy consulting, and philanthropy. After her MBA studies, Elly worked as a consultant for Oliver Wyman in Boston, and then moved to Citibank in Greece where she held various positions before becoming the Marketing Director. In 2012, she joined the Stavros Niarchos Foundation where she prepared the business plan and future operation of the SNFCC, and later managed the grants through which the SNF supports the SNFCC’s operation, since it was donated to the Greek State. She holds an MBA from Kellogg School of Management, Northwestern University, and a BA in Psychology from Deree College. This talk was given at a TEDx event using the TED conference format but independently organized by a local community. Learn more at https://www.ted.com/tedx
