Heavy rain warnings for Kanto and Izu Islands; record November rainfall observed

Heavy rain has been falling across the Kanto region and the Izu Islands since the night of November 4, prompting warnings about flood and landslide disasters. Warm, moist air from Typhoon No. 31 strengthened a low-pressure system and front off the Kanto coast. Niijima village recorded about 300 millimeters of rain in 24 hours, the highest for November, and a Level 4 landslide danger warning was issued.
