小選挙区で落選しても比例で復活当選をする、いわゆる「ゾンビ議員」への批判を受け、自民党が比例復活の条件を厳しくすることを検討しています。 　国会では20日、衆議院本会議で高市総理大臣が“悲願”の「消費税減税関連法案」が審議入りし、論戦が本格化していますが、その裏で議論が進んでいるのが「衆議院選挙の制度改革」。 　 自民や維新が求める「議員定数を比例のみで45議席減らす」という削減案などが与野党間で議論されるなか、選挙制度について新たに自民党が提案したのが「比例復活の厳格化」。 　小選挙区で落選した候補者が比例で復活当選する「比例復活」。“ゾンビ議員”を生み出すとの批判も多く上がるなか、自民党は比例復活が難しくなる案を示しました。 自民党　長谷川淳二衆議院議員 「投票者の意思と乖離（かいり）が生じている問題について具体的な結論を出すべきだと。1つは重複立候補について、今10分の1以上の得票率で復活当選ができるが、少なくとも6分の1以上の得票率に見直すべきではないかということを主張した」 　一方で、基準を厳しくすると少数意見の反映や新人の政治参加が難しくなるとの声も上がるなか、「民意の反映」に直結する選挙制度であるだけに「比例復活の厳格化」はすべきなのか、すべきでないのか…。 　とはいえ、小選挙区で落ちたということも民意の表れではないのでしょうか。その後に当選する「比例復活制度」は、そもそも必要なのでしょうか。 [テレ朝NEWS] https://news.tv-asahi.co.jp
