Another shooting involving US Immigration and Customs Enforcement (ICE) has sparked outrage in New York City. The incident has intensified tensions between New York City and the Trump administration over federal immigration enforcement. But can Mamdani actually force ICE out of New York City? This explainer examines the shooting, the federal government's response, New York's sanctuary-city policies and the legal limits of mayoral power. While Mamdani can restrict local cooperation with federal immigration enforcement within legal limits, abolishing ICE would require action at the federal level, with Congress playing a central role.
