Cisneros then walked northbound on 7th Avenue, brandishing a knife in each hand. At the southeast corner of West 42nd Street, Cisneros stabbed a second civilian victim, causing their death. Cisneros then continued walking north on 7th Avenue while still brandishing a knife in each hand. At approximately 4:25 p.m., at the northeast corner of West 42nd Street and 7th Avenue, Cisneros encountered NYPD Police Officer Ryan Brito and Officer Francis Gagliano, who were assigned to Transit patrol. The officers pursued Cisneros to the front of the 7th Avenue side of One Times Square, where they engaged her in dialogue and ordered her several times to drop the knives. As Officer Brito and Officer Gagliano ordered Cisneros to drop the knives, she refused to do so and made several statements. At approximately 4:27 p.m., Officer Darcy arrived at the front of One Times Square, followed by Officer O'Connor and additional officers assigned to the Midtown South Precinct and the Times Square Unit. The officers continued to order Cisneros to drop the knives, however, she refused to do so. At approximately 4:29 p.m., Cisneros began to wave her arms while brandishing a knife in each hand. Officer Darcy and two other officers then deployed their Taser Conducted Energy Weapons at her. The Taser deployments were ineffective, and Cisneros began to move toward the officers with the knives pointed in their direction. Officer O'Connor then discharged one round from his service firearm, and Officer Darcy discharged two rounds from his service firearm, striking Cisneros.
