The leader of a special fraud group and another suspect have been arrested over losses totaling about 2.2 billion yen. The two men are suspected of calling four elderly women in Tokyo last year, posing as municipal or ward officials, and taking their cash cards. According to the Metropolitan Police Department, they claimed the cards had to be exchanged to process benefit payments. Police believe part of the money was funneled to a criminal organization and are continuing the investigation.
